Job Analysis

  • First step in the development of a promotion process
  • Easily accomplished by surveying department incumbents who currently hold the position under consideration

Written Tests

  • TPS helps departments select a customized reading list used as the basis of the written test
  • The content of our test questions are highly job relevant
  • The department can validate the questions prior to the exam
  • TPS staff can administer the written test at a site provided by the department or the department can choose to be trained to administer the test themselves
  • We provide all materials necessary for testing (i.e. exams, pencils, etc.)
  • Promotion candidates have the opportunity to participate in a review/appeals session after the written test
  • During this session, candidates can submit written challenges for any question that they feel was incorrect, irrelevant, or unfair
  • Candidates will also be provided with detailed information about the test including an answer key and the precise location in the reading material that contains the answer for each exam question

Structured Interviews

  • TPS works with your department to create and validate interview questions and assessment exercises that reflect the essential job duties of the ranks being tested
  • The questions and exercises used in a promotion process will focus on a variety of areas including job knowledge, decision making, past preparation, operational skills, supervisory skills, and interpersonal abilities
  • Interview board members undergo an extensive training program prior to implementing the interview procedures
  • All promotion candidates undergo identical interview and assessment procedures so that their scores can be compared directly
  • These procedures are rigidly structured and consistently applied
  • Efforts are made throughout the implementation of a promotion process to minimize the chance of a breach in the confidentiality of testing materials, particularly the interview and assessment exercises
  • Sometimes, outside raters conduct the interviews and assessment exercises to increase the fairness and objectivity of a process
  • Using this system, administrative officers from other departments serve as board members with full participation in the evaluation of all candidates

Results

  • Both the written test and interview/assessment exercise results are provided to the department within one week
  • The scoring procedures of the interview/assessment exercises are designed to ensure that board members score candidates in an objective and fair fashion
  • Board members are required to defend any rating that is inconsistent with the ratings given by other board members
  • TPS also conducts a statistical analysis of scores given to candidates by board members. This analysis helps to ensure that interview raters are consistent and objective
  • TPS works with your department to set appropriate cut-off levels and to ensure statistical viability of final decisions
